IMF reaches staff agreement with Somalia, eyes debt forgiveness in late 2023

Washington, International Monetary Fund (IMF) staff on Monday reached a staff-level agreement with Somalia that will allow the release of about $10 million to the East African country, once approved by the board, the head of the IMF mission told Reuters.

IMF mission chief Laura Jaramillo said the deal came after an in-person review of Somalia’s Extended Credit Facility in Nairobi, Kenya.

She praised authorities for sticking to economic reforms despite a prolonged drought, the impact of Russia-Ukraine war and continued security concerns.

The IMF’s board is expected to review the staff-level agreement in early December, Jaramillo said.

If Somalia continues to make steady progress on reforms, it could reach the completion point of the Heavily Indebted Poor Countries (HIPC) global debt forgiveness process by late 2023, which would allow Somalia to pare its debt to around $550 million from $5.2 billion, Jaramillo said.

“That would be a tremendous milestone,” she said, noting it would reduce Somalia’s debt to around 7% of gross domestic product from around 90% now.

It would also open up new sources of financing for Somalia, a big help as the country works to implement development programs and promote growth and employment. One pillar of the country’s economic reforms would be to improve domestic revenue, including through enhancing collection of sales taxes.

The IMF said Somalia still needed continued and immediate support from international partners given the current severe food crisis, but also needed to work on building longer-term resilience to climate shocks.

UN Rights Chief: Fighting in Tigray Taking Toll on Civilians

The U.N. high commissioner for human rights, Volker Turk, says the escalating hostilities in Ethiopia’s northern Tigray region are taking a devastating toll on the civilian population and must stop. Lisa Schlein reports for VOA from Geneva.

U.N. rights chief Volker Turk is alarmed at the latest surge of airstrikes launched on the Tigray region by the Ethiopian air force. He warns the attacks on civilians and civilian infrastructure risks worsening what already is a catastrophic situation.

The High Commissioner’s spokeswoman, Ravina Shamdasani, says numerous reports have been received since August 31 of civilian casualties and destruction of civilian objects due to airstrikes and artillery strikes in Tigray.

“On civilian casualties, because of the communication, disruptions and difficulty accessing the sites, we do not have a comprehensive figure,” said Shamdasani. “What we have managed to document from the 31st of August to date, there have reportedly been at least 31 civilians, including children killed and 73 others wounded in 14 separate airstrikes launched by the Ethiopian Airforce in the Tigray region, including in Mekelle, Shire, and other parts of Tigray. But, of course this is very likely to be extremely underestimated because of the constraints that I mentioned.”

Fighting between the Ethiopian government and Tigrayan rebels resumed August 24, ending a five-month long humanitarian truce.

Since the conflict began nearly two years ago, millions of Tigrayans have been displaced. The United Nations estimates half a million people have died from conflict, hunger, disease, and lack of medical care. More than five million people need humanitarian assistance.

Shamdasani says the High Commissioner is concerned by mobilization exercises involving military reservists in Eritrea as well as the Tigrayan armed forces and the Ethiopian armed forces. She says the High Commissioner is appealing to all parties

to stop fighting and work towards a peaceful and lasting solution.

“Parties to the conflict must respect international human rights law and international humanitarian law by taking all feasible measures to protect civilians and civilian objects, and allowing humanitarian assistance to reach those in need…The High Commissioner stressed the need to support all efforts towards ensuring accountability for gross violations and abuses of international human rights law and international humanitarian law committed during the conflict,” said Shamdasani.

Shamdasani says the Human Rights Office has raised its concerns with the Ethiopian government.

She says it has been urging the government to hold accountable perpetrators of serious human rights violations in Tigray. Unfortunately, she notes, progress in this regard has been extremely slow.

10,000 NEWLY DISPLACED IN CENTRE-NORD REGION

Nearly 10,000 people have been newly displaced in Bouroum commune, Centre-Nord region, in the wake of a non-state armed group attack on 3 October. According to the rapid count conducted by regional authorities, 9,792 people have been newly displaced. Nearly 85 per cent of the displaced have fled to Tougouri commune, a major transit site for internally displaced people in the region situated along the main road from Kaya, in the Centre-Nord region, to Dori, in the Sahel region. The 3 October attack in Bouroum resulted in several casualties among the Burkinabè security forces and the homeland defense volunteers (VDPs) assigned to protect the Taparko gold mine.

SERIES OF ATTACKS IN SOLENZO LEAVE 168,000 WITHOUT ACCESS TO HEALTHCARE

The situation in Solenzo, a commune in the north-western Boucle du Mouhoun region, is increasingly critical in view of growing activities by non-state armed groups (NSAGs) in recent months. Between 6 and 9 October, a series of attacks on health centres and NGO offices have been reported, resulting in the loss of two ambulances, theft of medicines, supplies and a 4×4 vehicle from the warehouse attached to the Medical Centre with Surgical Antenna (CMA), and vandalism and theft of material from an INGO office. The prevailing insecurity in the commune had forced the CMA to close its doors in September 2022, leaving a population of nearly 168,000 without access to specialized healthcare services. The attacks have also compromised the mobile telephone network in the area.

TEACHER ABDUCTED AND SEVERELY INJURED IN SOUTH-WEST REGION

On 5 October, a non-state armed group (NSAG) abducted and tortured a civilian in Akwaya locality, Manyu division, in the South- West region, after he was identified as a teacher. He was later released with severe injuries after payment of a ransom. Education continues to be targeted in Cameroon’s North-West and South-West regions, with teachers, students and school personnel being abducted, threatened, and killed. Since January 2022, over 49 teachers and students have been abducted, five of them killed and seven injured. Six incidents of arson targeting education facilities have been reported by partners. Humanitarian actors continue to advocate for the safe return to school in the North-West and South-West regions.

CENTRAL AFRICAN REPUBLIC

HEAVY RAINS FLOOD DISPLACEMENT SITE IN THE NORTHWEST

Some 884 people were forced to leave a displacement site in Kabo, Ouham-Fafa Prefecture, and seek refuge with host families, in a school and a church, after the site was flooded due to heavy rains. The most urgent needs are shelter, food and non-food items. A humanitarian mission on 4 October was unable to reach Kabo due to poor road conditions caused by the floods. This is the second time in three years that the site was flooded. Humanitarian actors are discussing a possible relocation with the local authorities. Between June and October 2022, 104,000 people were affected by flooding in the country; the number has continued to rise since then. During the same period, humanitarian partners provided emergency assistance to 44,000 flood victims.

South Africa on the cusp of billions of dollars in investments, says Pres Ramaphosa after “successful” Saudi Arabia visit

PRETORIA, President Cyril Ramaphosa says the “phenomenally successful” official State Visit to the Kingdom of Saudi Arabia over the weekend has paved the way for billions of dollars’ worth of investments to flow into South Africa.

The visit to the Middle Eastern country was aimed at strengthening bilateral ties and trade relations between the two countries.

The President was accompanied by Minister of International Relations and Cooperation Naledi Pandor, Minister of Agriculture, Rural Development and Land Reform Thoko Didiza, Minister of Trade, Industry and Competition Ebrahim Patel, Minister of Mineral Resources and Energy Gwede Mantashe and Minister of Transport Fikile Mbalula on the visit.

The Ministers signed at least 17 Memoranda of Understanding (MOUs) in areas such as transport, defence, energy and agriculture.

Coupled with that, some $15 billion in investment agreements were signed between businesses during the South Africa – Saudi Arabia Investment Forum held in the country on Saturday.

“This has been a phenomenally successful visit for us and the good thing is that this visit has been more focused on the economy as well as advancing our diplomatic, as well as political relations with Saudi Arabia.

“But the economic side and the business side have really underpinned the real substance of this visit. We had extensive discussions with His Royal Highness the Crown Prince [Mohammed bin Salman bin Abdulaziz al Saud] … and we covered a great deal of ground. The fact that we signed up to 17 MOUs testifies to the real great success that we have achieved here,” he said.

Ramaphosa reflected that the last official State Visit to the country in 2018, where Saudi Arabia committed to invest some $10 billion in South Africa, in many ways planted the seed for fostering greater ties between the two countries.

“That seed has been germinating and thus far $1 billion has been invested in South Africa through a company called ACWA Power and Renewable Energy. We are now going to be seeing more of those billions that the Kingdom of Saudi Arabia is very keen to invest in South Africa beginning to flow underpinned by the 17 MOUs that we have signed, and of course, our budget in 2018.

“COVID-19 intervened and stalled and delayed everything [however] we’re now going to see everything gathering pace and momentum,” he said.

Ramaphosa emphasised that although many agreements have been signed, implementation is key to see them bearing tangible fruit.

Within three months, meetings will be held to “see the extent to which this is going to be implemented”.

“Both private sector owned businesses as well as public sector owned businesses are very serious, they are action oriented, they’re outcomes oriented [and] they want to see implementation. [The] Crown Prince and myself have committed that we are going to be monitoring the implementation of all this.

“We want the implementation to be immediate. For us on our side, clearly we are in a great deal of hurry. The unemployment rate in our country is undesirable and we need to ensure that whatever economic opportunities we get, we grasp with both hands and ensure that all those who are responsible get to implement,” he said.

Relations between the two countries have been formalised since 1994 and President Ramaphosa said this long standing cordiality is a good foundation on which to build.

“[The] solid relationship that exists between our two countries is a good springboard from which to be able to base the great success that we hope to achieve. So we’re very happy and I think we go home not empty handed.

“During the business forum, business people were able and Saudi business people were able to craft agreements that will amount to about $15 billion both ways. So I’m looking at easily, quite a lot of billions of dollars being invested also in our economy.

“So I think we are on a good roll in terms of our relationship with Saudi Arabia which is based on really solid economic parameters and that, for me, behoves well for a future that will be a good one for all peoples,” he said.

Mosa Meat Scaling Beef Cultivation to Industrial Production Levels

Recent expansion to 77,000 sq ft. makes Mosa Meat the largest cultivated meat campus in the world.

Maastricht, The Netherlands, Oct. 18, 2022 (GLOBE NEWSWIRE) — Mosa Meat, a leader in the cultivated meat space that grows beef directly from animal cells, and unveiled the first cultivated hamburger in 2013, has announced the next step in the scale up of the company’s cultivated beef production facilities.

A new industrial production development center is being developed close to Mosa Meat’s existing pilot facility in Maastricht. After demonstrating the beef cultivation process at pilot scale, Mosa Meat is now ready for the next phase of expansion, housing industrial-size production lines and enabling larger production quantities of beef.
