Cette recherche approfondie, basée sur l’analyse exclusive des big data de LinkedIn, a exploité des données provenant de 180 pays au cours de la période comprise entre janvier 2019 et juin 2022. Le rapport couvre le secteur de la blockchain, ainsi que les sous-secteurs qui incluent la cryptographie, l’informatique quantique et la distribution de grands livres, ainsi que plus de 15 autres sous-secteurs connexes.

Le rapport révèle qu’en juin 2022, l’offre et la demande de talents dans le domaine de la blockchain mondiale sont en deçà de l’équilibre, avec une pénurie de candidats. Le nombre total de membres de LinkedIn travaillant dans le domaine de la blockchain a augmenté de 76 % en glissement annuel, mais les principaux pays d’où proviennent traditionnellement les candidats du secteur de la blockchain connaissent une croissance négative des talents. La Chine, où la croissance est stable, fait exception à cette tendance.

L’étude montre également que la demande en talents de base est passée d’une orientation financière à des candidats ayant des compétences techniques.En termes de nombre d’offres d’emploi, les spécialistes de la R&D dominent la demande mondiale, suivie des technologies de l’information. Les offres d’emploi dans les domaines de la gestion des produits, du marketing et des ressources humaines ne sont pas loin derrière. Du point de vue de la demande de recrutement, les candidats financiers sont maintenant classés en sixième position.

Un autre défi mis en évidence par le rapport concerne la brièveté du mandat des candidats et le taux de rotation élevé. Le rapport « LinkedIn Global Talent Big Data Insights » montre que le mandat moyen des talents de la blockchain mondiale est de 1,2 an. Le rapport montre également qu’en plus de l’afflux de talents provenant d’entreprises financières et technologiques traditionnelles, le mouvement des talents dans l’industrie mondiale de la blockchain repose principalement sur les flux intra-industrie.

Saint Lucia bolsters its medical facilities using CIP funds: CS Global Partners

He said that the nation would soon witness the construction and rehabilitation of housing units, schools and hospitals to upgrade the infrastructure of the country.

The Universal Peace Federation (UPF) is hosting “Summit 2022 and Leadership Conference,” a five-day international summit with related peace events at the Jamsil Lotte Hotel in Seoul, South Korea, beginning this week.

World leaders from dozens of countries are gathering from August 11-15, 2022, to address paths to global peace, with a special emphasis on Africa, the Asia Pacific Region and reconciliation between North and South Korea.

A highlight of the August 12 opening ceremony is a presentation of a resolution to propose the development of a Peace Charter, which follows on the foundation of the Seoul Resolution signed at World Summit 2022 (February 2022) in Seoul by former UN Secretary General Ban Ki-moon and Cambodian Prime Minister Hun Sen.

Prominent international speakers will include: Rt. Hon. Stephen Harper, Canadian Prime Minister (2006-2015); Hon. Newt Gingrich, US House Speaker (1995-1999); Hon. Mike Pompeo, US Secretary of State (2018-2021); Hon. Dan Burton, US Congressman (1983-2013); and H.E. Brigi Rafini, Executive General, Community of Sahel-Saharan States and Prime Minister (2011-2021), Niger.

Liberia Reforms Discriminatory Gender Nationality Law

The U.N. refugee agency, UNHCR, praised Liberia for removing gender discrimination from its nationality law, granting women the same right as men to pass their nationality to their children.

With the stroke of a pen, Liberian President George Weah amended the country’s Aliens and Nationality Law on August 5, removing the primary cause of statelessness among children.

The U.N. refugee agency calls the act hugely significant. It says the amended law gives women the same rights as men to confer their nationality on their children. Heretofore, children were unable to access the rights of citizenship if the father was absent or unknown.

Under the new act, children will be able to benefit from their mother’s citizenship even if there is no man in the picture, UNHCR spokeswoman Shabia Mantoo told VOA.

That, she said, will spare many children from becoming stateless and deprived of multiple rights.

“This has major implications from the cradle to the grave,” she said. “It really can exclude people from the rights and assistance and services that other citizens may have by limiting their access to education, health care, documentation, and also exposing them to risks of lifelong discrimination and exclusion, as well as violence, abuse, and trafficking.”

In 2014, the UNHCR estimated there were at least 10 million stateless people in the world when it began its #IBelong Campaign to end statelessness by 2024. Data from 94 countries collected in 2019 put that number at around 4.2 million, a figure the UNHCR considers to be grossly underestimated.

Mantoo said24 countries in the world today continue to have gender discriminatory provisions in their nationality laws.

“Liberia is the latest country to reform the law and end the gender discriminatory provision,” said Mantoo. “We know that statelessness is a global phenomenon. We know in West Africa there are apparently at least 1.6 million stateless people or people of undetermined nationality. And that is according to government figures. But it is a pervasive issue. So, this is a really momentous milestone in this campaign, in the effort to prevent and resolve statelessness.”

Madagascar reformed its nationality laws guaranteeing the equal right of citizens regardless of their gender on January 25, 2017. Six months later, on July 5, Sierra Leone became the second African country to legislate gender discriminatory reforms.

100 People Arrested in Sierra Leone Night Curfew

Reports from Sierra Leone say clashes between police and protesters have killed 13 people, with more than 100 others arrested during a curfew. A police spokesperson said Friday that normalcy is returning.

An interim report released by Sierra Leone’s police Thursday shows that 113 people were arrested in protests that began Monday. A majority were arrested in the northeast region of Makeni.

Police say public and private property has been vandalized in the protests and three police stations were burned.

No new protests were reported Friday and Sierra Leone’s assistant police commissioner, Brima Kamara, told VOA in a telephone interview that normalcy was beginning to return.

“All the banks are open, offices are open, both government and offices and private offices, save for some few shops,” said Kamara.

Demonstrators took to the streets this week to express anger over the soaring cost of living in Sierra Leone, which has nearly doubled in months.

A 2020 World Bank report says 80 percent of Sierra Leone’s population is poor, the majority living in rural areas.

The Reuters news agency, citing a source in Freetown’s city mortuary, said 13 people were killed in clashes between police and protesters.

In a Twitter post, Sierra Leone’s president, Julias Maada Bio, termed the protests unfortunate and said the state would investigate their cause.

China Critical of Blinken’s Africa Offensive

We’re not in competition: That was the line from both the United States and China as U.S. Secretary of State Antony Blinken visited Africa this week, but analysts said the trip was indeed aimed at, among other things, countering Beijing’s massive influence on the continent.

Blinken denied repeatedly on his three-country tour that this was the case — stressing African agency and autonomy — while China dismissed his comments and accused the U.S. of having a contradictory sub-Saharan Africa policy.

Analysts said the trip was also aimed at trying to counter Moscow’s influence and shore up African support for Washington’s position on the war in Ukraine, after Russian Foreign Minister Sergey Lavrov visited the region last month.

Russia came up time and again during Blinken’s meetings with his counterparts in South Africa, the Democratic Republic of Congo and Rwanda, with the secretary of state blaming African food insecurity squarely on President Vladimir Putin and warning countries against Russian’s “proxy force” the Wagner Group. But it was China’s far more influential presence on the continent that was the elephant in the room.

“The continent as a whole has for some years now been seen by the great powers as a place to exert influence,” said Elizabeth Sidiropoulos, head of the South African Institute for International Affairs in Johannesburg, pointing to Russia and China as the U.S.’s main competitors.

“Certainly there is concern from the American side on the growing influence of these two countries on the continent against the backdrop of heightened geopolitical rivalries,” she told VOA.

Throughout his trip, Blinken was at pains to stress the U.S. was not making Africa “choose.”

“Our commitment to a stronger partnership with Africa is not about trying to outdo anyone else. We’ve all heard that narrative, that South Africa and the continent as a whole are the latest playing field in the competition between great powers. That is fundamentally not how we see it,” he said at a news conference in Pretoria.

For her part, South Africa’s outspoken Minister for International Relations Naledi Pandor said she was “glad” the region was not being asked to choose, adding, “African countries that wish to relate to China, let them do so, whatever the particular form of relationships would be.”

“We can’t be made party to conflict between China and the United States of America, and I may say it does cause instability for all of us because it affects the global economic system. … These are two great powers, the two biggest economies in the world. They’ve got to find a way of working together to allow us to grow,” she added.

China’s response to U.S. strategy

At a regular Chinese Foreign Ministry news conference in Beijing during Blinken’s visit, spokesman Wang Wenbin was asked about Blinken’s comments that African countries didn’t have to choose a side.

“It is not important what the U.S. says. What matters is how [the] African people see China-Africa cooperation,” he said, going on to list Chinese-built infrastructure on the continent as tangible results of “practical cooperation.” China is Africa’s largest trading partner.

“The U.S. must not underestimate African countries’ judgment. We believe the African people are sharp-eyed. If the U.S. truly wants to help Africa, then it should take concrete actions, instead of using its Africa strategy as a tool to contain and attack other countries,” Wang said.

While in South Africa, America’s top diplomat unveiled the U.S. Strategy for Sub-Saharan Africa, which addresses a wide range of issues including conflict prevention, trade and climate change. It also advocates for democracy and human rights, whereas China’s investment is no strings attached.

Despite Blinken’s insistence that Washington is not competing with Beijing in Africa, one section of the strategy reads that China sees Africa as “an important arena to challenge the rules-based international order, advance its own narrow commercial and geopolitical interests, undermine transparency and openness, and weaken U.S. relations with [the] African peoples and governments.” The document also mentioned Russia’s interests and influence in Africa.

“The United States is both responding to growing foreign activity and influence in sub-Saharan Africa, as well as engaging in a region undergoing significant transformations to its socioeconomic, political, and security landscape,” stated the White House document.

China has dismissed the strategy outright.

An article in state newspaper The Global Times quoted Chinese analysts as saying the U.S. attitude to Africa was a “contradiction,” on the one hand saying Africa would not be forced to choose, while at the same time “smearing China.”

The Chinese Embassy in Pretoria also criticized the policy, saying: “Africa is not an arena for superpower games but a major stage for international cooperation. It is hoped that the U.S. will abandon its Cold War mentality … and focus more on supporting Africa’s urgent development needs, instead of basing its policy on containing other countries’ influence in Africa.”

Response from African countries

Pandor, South Africa’s minister for international relations, also criticized the West for sometimes taking a “bullying” attitude to the continent and raised issues of hypocrisy and political interference. But she was not the only official on the continent to push back somewhat against the U.S. during Blinken’s trip.

In Rwanda, Blinken raised the issue of jailed dissident Paul Rusesabagina, expressing concern over his conviction. Foreign Minister Vincent Biruta said, “Rwanda will continue to abide by our rules, and the decisions that were made by our judiciary. And we request our partners to respect Rwanda’s sovereignty, Rwanda’s laws and its institutions.”

Bob Wekesa, head of the African Center for the Study of the United States at Witwatersrand University, said that in terms of how African leaders saw Blinken’s visit, they have learned how to play both sides.

“African countries really have refined the art of playing all these powers, when they meet with U.S. leaders … they seem to say, ‘Yes, we value the relationship with the U.S.’ When they meet with the Chinese, they’re likely to say the same,” he told VOA.

“So, it’s kind of a splintered world in which African leaders look in all direction(s) for whatever they can gain from these powers.”
