Digital beam steering refers to changing the direction of laser pulses in a LiDAR. Using a stack of alternating liquid crystal cells and polarization gratings enables to steer light at different angles at a specific wavelength in order to augment a LiDAR field of view while maximizing its performance, allowing digital beam steering for LiDAR to be achieved.

UNHCR raises alarm over Mozambique’s “invisible” crisis as climate shocks worsen displacement

UNHCR, the UN Refugee Agency, is gravely concerned about the ongoing violence and insecurity in northern Mozambique. Conflict and displacement, compounded by extreme weather events has led to surging protection needs – physical, material, and legal – for hundreds of thousands of affected refugees, internally displaced people, and people from host communities.

Since the start of this year, Mozambique has been battered by five tropical storms and cyclones along its northern coastal areas. These have affected thousands of families, including refugees and people internally displaced by ongoing violence in the northern province of Cabo Delgado – illustrating once again how the effects of climate change interact with many of the root causes of displacement.

Most recently, on 11 March, Tropical Cyclone Gombe affected more than 736,000 people, including those in the Corrane site for internally displaced people and refugees in Maratane settlement. In Maratane, 80 per cent of shelters were damaged, and more than 27,000 refugees, asylum-seekers and host community members are still in urgent need of assistance.

Every region of the world is experiencing climate hazards. Cyclones and other storms are becoming more frequent and severe, floods are stronger, droughts are intensifying, and wildfires are becoming more devastating. Over 80 per cent of refugees and internally displaced people come from the most climate-vulnerable countries worldwide.

The growing impact of the climate crisis continues to be felt in Mozambique and is amplifying vulnerability, driving displacement, and making life harder for refugees, the internally displaced, and host communities.

Violence continues to blight the lives of around 783,000 people in the northern province of Cabo Delgado. In 2022 alone, an estimated 6,000 people have been recorded as newly displaced following a resurgence of conflict in Cabo Delgado and Niassa provinces. This violence has prevented UN agencies and other humanitarian partners from accessing people in need.

A UNHCR Senior Level Mission visited the country from 24 April to 1 May 2022 to assess how UNHCR and partners can scale up protection and assistance for the people affected by conflict and climate shocks in Mozambique. Mozambique faces these twin challenges in an “invisible” crisis while humanitarian operations are restricted by chronic underfunding.

Mission members saw the harsh damage done by Cyclone Gombe. Houses had just melted away. Schools, clinics and infrastructure had been badly damaged or destroyed.

UNHCR has been responding in areas affected by Gombe and other storms, including by providing shelter and household kits to affected communities, and conducting repairs to schools, health clinics and other key infrastructure.

In areas that can be accessed, UNHCR, other UN agencies and humanitarian partners continue to scale up protection and assistance activity and to emphasize how vital it is that we can continue to do so.

Along with the Government of Mozambique and its partners, UNHCR has provided legal assistance to 21,500 people from both displaced and host communities in Cabo Delgado and reached some 55,000 people with gender-based violence prevention and response awareness campaigns.

UNHCR is committed to supporting Mozambique’s government, local authorities and communities to protect and find solutions for refugees; to assisting Mozambique in addressing the impact of internal displacement; and to reinforcing the need for emergency preparedness and responding to extreme weather events.

The needs in Mozambique, already significant, continue to grow. However, the resources are not enough. To continue and scale up our operations in Mozambique, UNHCR requires US$36.7 million in 2022.

Rwanda: Ex-top official on trial in France for 1994 genocide

PARIS—A former senior Rwandan official went on trial in Paris on Monday accused of complicity in the African nation’s genocide, the most high-ranking figure yet to face justice in France over the 1994 massacres.

The case of Laurent Bucyibaruta is the fourth from the Rwandan genocide to come to court in France, which had long been under pressure from activists to act against suspected perpetrators who had taken refuge on French soil.

An estimated 800,000 Tutsis and moderate Hutus perished in 100 days of slaughter in 1994 in which Hutu militiamen massacred Tutsis taking cover in churches and schools.

Standing trial on charges of genocide, complicity in genocide and complicity in crimes against humanity, Bucyibaruta faces a life sentence if convicted.

The 78-year-old, who suffers from health problems, entered the courtroom in a wheelchair, a walking stick in his hand.

Bucyibaruta, in a hoarse voice, asked if he could remain seated, as offered by the court’s president.

At the heart of the case are several “security” meetings, either ordered by Bucyibaruta or in which he participated. The accusation says they were slaughter-planning sessions.

In particular the former prefect of the southern province of Gikongoro is accused of persuading thousands of people to take refuge in the Murambi Technical School, by promising them food, water and protection.

But days later, in the early hours of April 21, tens of thousands of Tutsis were executed in one of the genocide’s grimmest episodes.

The court will also discuss Bucyibaruta’s responsibility in the massacre of around 90 Tutsi pupils at the Marie Merci school in Kibeho on May 7 and in the execution of Tutsi prisoners — including three priests — in Gikongoro prison.

Bucyibaruta denies the charges and refutes any involvement in the killings. His lawyers will first call for the case to be thrown out for unreasonable delays, as the proceedings began 22 years ago.

But if that fails, Bucyibaruta’s defence would call for his acquittal.

The trial is expected to last two months and feature over 100 witnesses including survivors from Rwanda, who have flown over or will appear via videoconference.

Bucyibaruta, who has been in France since 1997 and is under judicial supervision, has myriad health problems which should limit the hearings to seven hours a day.

Four people in three cases have already been convicted in French courts over the genocide: a former hotel driver handed a 14-year sentence, an army officer jailed for 25 years and two mayors given life sentences.

Moroccan, Egyptian FMs Discuss Prospects Of Bolstering Cooperation

RABAT– Moroccan Foreign Minister, Nasser Bourita, met with his Egyptian counterpart, Sameh Shoukry yesterday, in Rabat, on bolstering bilateral relations, economic and trade exchange.

Speaking to the press, following the meeting, Bourita expressed Morocco’s condolences to the Egyptian victims of the deadly attack in Sinai, a day earlier, and reiterated the kingdom’s full support for all measures taken by Egypt, to preserve its security and stability.

“Morocco and Egypt share similar views on many regional issues,” Bourita said, adding that, the two countries agreed to hold the political consultation mechanism and the Moroccan-Egyptian Businessmen Council.

For his part, Shoukry expressed Egypt’s determination to further bolster its relations with Morocco, by activating the political consultation mechanism, the economic commission and the business forum.

The two sides also discussed the crises in Libya, the Palestinian issue and the fight against terrorism.

Shoukry wished that the upcoming ministerial conference of the Global Coalition against the Daesh terrorist group, tomorrow, in the city of Marrakech, will be a success.

2022 mining Indaba summit kicks off in South Africa

CAPE TOWN— The 2022 Mining Indaba summit began on Monday in Cape Town, South Africa.

The summit is scheduled to run until the end of the week and intends to highlight the issue surrounding mining in Africa.

Among the issues highlighted include power shortage that has impacted the mineral flow in various African countries.

Speaking during the opening of the summit, the Zambian president called upon elected leaders in their respective countries to be responsible for their duties.

“All of us on this continent should not accept the fact that we don’t have sufficient power to drive our mining sector and other industries. We do have. We have just not been doing the work that we were elected to do. Now is the time to do that, said Hakainde Hichilema, the President of Zambia.

Other leaders also called upon countries in Africa must share the benefits of their respective resources.

“We dig the mineral from the pit to the pot and somebody else adds value. Let’s invest in beneficiating our minerals. Beneficiation will mean we are fully taking ownership of the value chain of our minerals across the sphere,” said Gwede Mantashe, the South African Minister of Mineral Resources and Energy.

This year’s mining indaba happens with the backdrop of high energy prices, which pose a significant inflationary risk to the poor and emerging markets.

The mining industry on the continent has been impacted by other issues like insecurity, workers’ strikes and low global mineral prices.
